SUMMARY:
"To require States to develop, establish, and implement State comprehensive mental health plans."
 
TITLE I, THE DRUG EXPORT AMENDMENTS ACT OF 1986, amends the Federal Food, Drug and Cosmetic Act to remove restrictions on export of human and veterinary drugs not yet approved by FDA or USDA for use in the U.S., and establishes conditions governing export of such drugs, including authorized countries and labeling requirements. Authorizes export of certain partially processed biological products.
 
TITLE II, THE NATIONAL COMMISSION TO PREVENT INFANT MORTALITY ACT OF 1986, establishes a National Commission To Prevent Infant Mortality to assess the effectiveness of Federal, State, and local government and private institution policies and programs, including medicaid programs, regarding prenatal and postnatal care for low-income women and their infants.
 
TITLE III, THE NATIONAL CHILDHOOD VACCINE INJURY ACT OF 1986, amends the Public Health Service Act to establish HHS programs for vaccine R&D and vaccine-related injury compensation. Also contains provisions to promote the safety of childhood vaccine.
 
TITLE IV, THE HEALTH CARE QUALITY IMPROVEMENT ACT OF 1986
 
TITLE V, THE STATE COMPREHENSIVE MENTAL HEALTH SERVICES PLAN ACT OF 1986, amends the Public Health Service Act to authorize FY87-FY88 appropriations for HHS grants to States for planning and implementation of comprehensive mental health and social services for chronic mental patients, including deinstitutionalized and homeless individuals.
 
TITLE VI, GERIATRIC TRAINING, amends the Public Health Service Act to authorize HHS grants and contracts for establishment of projects to train physicians and dentists who plan to teach geriatric medicine or dentistry.
 
TITLE VII, HEALTH PLANNING, repeals Title XV of the Public Health Service Act.
 
TITLE VIII, THE HEALTH MAINTENANCE ORGANIZATION AMENDMENTS OF 1986, amends the Public Health Service Act to revise HHS programs providing assistance to health maintenance organizations (HMOs). Repeals authorities for Federal grant, loan, and loan guarantee support for HMO planning, development, and initial operating costs; and authorizes FY87-FY89 appropriations for HMO current loan obligations.
